Meyer says he spoke to Rice on the day. Rice said there was "no doubt" it was an al-Qaeda operation. But she also said they were looking to see if there was an Iraq connection.

Paul Wolfowitz argued "very strongly" at that meeting for retaliation that included Iraq. It was not clear how much support he had from Rumsfeld. Some accounts said he backed Wolfowitz.
