100 vacancies in the 871 member federal judiciary so Obama takes a month off from nominating judges
Ok, it hasn't been quite a month but will be in four days and it isn't 100 vacancies until midnight tonight when US District Judge Charles A. Shaw takes senior status but...

George Bush had sent many more judges up at this point in his Presidency than Obama who has submitted 32 to the 111th Congress so far.

That isn't the change we need.

... better -- but you're right that it would be good if his advisors in the matter would get a move-on.

Do they have to be confirmed by Congress? Is there any delay there?

5. They do and yes but still, Sessions uses the lack of nominations as a reason to delay more
Both branches need to get a move on.

2. Until congress gets their s** in gear and over rule the republicans
objections to all those he has appointed and have not been approved, he'll never have the judges in place.
