This is the definition of Domestic Terrorism:
A person engages in domestic terrorism if they do an act ""dangerous to human life"" that is a violation of the criminal laws of a state or the United States, if the act appears to be intended to:

(i) intimidate or coerce a civilian population;

(ii) influence the policy of a government by intimidation or coercion; or

(iii) to affect the conduct of a government by mass destruction, assassination or kidnapping.

1. Although not a lawyer - it would appear
the acts perpetrated fall in light with all qualifiers........

I hope law enforcement has this under control.

3. The risk of harm from the act is foreseeable. That's one of the standards
in tort law.

The glass could shatter, sending a shard to a vulnerable organ.

And wasn't it a brick, not a rock?

4. Students at Kent State threw a rock and seven were shot dead...
Sometimes throwing a rock carries much baggage..Especially when the apparent intent is to intimindate..
