Advice on setting up a paypal collection

My wife's parents live in Cranston, Rhode Island where they've had record flooding. Their condo is mostly underwater. It looks like they are going to lose everything. They are the most giving people I know. My wife and I were talking about taking up a paypal collection from friends and family if they do lose everything. I know I've seen people on DU take up collections for people and I'm just looking for a little advice on creating one. If we set one up how do we have people donate? Do we get a link to send to people? How do you get the money from paypal? Is there a better service to use than paypal?
