• Historic healthcare reform bill signed - $940 billion over 10 years (2010) * Note: 32 million additional Americans will receive healthcare coverage and costs will be lowered for most Americans, but many of the goals are phased in over four years

Components of the bill

- Prevents insurance companies from denying coverage to individuals/family members with pre-existing health conditions; a temporary plan is being developed to cover high-risk individuals with pre-existing conditions until the full reforms go into effect in 2014

- Prevents insurance companies from placing lifetime limits on benefits

- Bans “rescission” so insurance companies can’t cancel coverage if individuals keep their policies current or if they become ill

- An individual’s out-of-pocket healthcare expenses are capped

- Closes the “donut hole” (Part D) for Medicare prescription drug coverage (under Bush, Medicare helped pay for drugs up to $2,600 and above $4,550, but individuals had to pay 100% of the costs in between these amounts); now Medicare helps cover costs irrespective of the amount – seniors will now pay only 25% of drug costs up to $4,550 and only 5% of drug costs above that amount

- In 2010, an emergency provision will offer seniors a $250 rebate on the costs incurred within the “donut hole”

- Individuals living at or below the poverty line were eligible for healthcare under Medicaid, but by 2014 individuals/families living slightly above (making up to $14,404/$29,327) the poverty line will also be eligible for benefits

- Individuals/families making less than $43,320/$88,200 per year will qualify for government subsidies to help purchase health insurance

- All individuals must have health insurance or face a government fine; all large (over 50 employees) employers must offer health insurance to employees or pay a fine

- Small businesses can get a tax credit if they offer health care

- There are hardship exemptions if individuals can’t afford health insurance

- Families can keep their children in college on their plans through age 26

- Promotes health insurance “exchanges” so consumers can buy “wholesale”

- Creates consumer assistance offices to help consumers file complaints or appeal decisions from insurance companies; beginning in 2011, insurance companies can no longer make excessive rate hikes without justification and approval, and those doing so may be barred from participating in new health insurance exchanges

Funding sources:

- Large employers (over 50 workers) that don’t offer health benefits will be charged a $2,000/worker fee; if the employer offers coverage but employees instead purchase federally subsidized insurance the fee is $3,000/worker receiving federal subsidies or $750/worker (whichever is lower)

- Annual fees on pharmaceutical companies ($27 billion), health insurance companies ($60 billion), and medical device-makers ($20 billion)

- Annual penalties on individuals who do not have health insurance (up to a maximum of $695/person)

- Increase in the Medicare payroll tax from 1.45% to 2.35% for individuals making $200,000+ and families making $250,000+

- 3.8% tax on unearned income for millionaires

- Insurance companies will be subject to a tax on each high-end insurance plan (so-called “Cadillac” plans) they offer

Miscellaneous:

- Illegal immigrants are not eligible for insurance or subsidies

- By Executive Order, such federal funding can’t be used for abortion

- The federal government will assist states by covering all of the increased expenses of expanding Medicaid coverage (90% of costs after 2020)

ENERGY & ENVIRONMENT

• Removed a ruling that now allows individual states to enact automotive fuel efficiency standards above federal standards (2009)

• Offered attractive tax write-offs for those who buy hybrid automobiles (2009)

• Overturned Bush-era rule that weakened the Endangered Species Act (2009)

• Announced plans to purchase fuel efficient American-made fleet for the federal government (2009)

• Ended the Bush-era policy of not regulating and labeling carbon dioxide emissions (2009)

I get that people are pissed, and they have every right to be. Stop taking it out on Obama - and start calling and writing to the GOP - the ones who want to STALL every single good thing that Obama is even "capable" of doing given the fact that he probably has less presidential power than any president in history - coming in after Bush/Cheney made the final sell out of America to the corporations.

saying that whoever the next president was going to be, it would take
him/her years just to undo the damage caused by Bush. A few even thought
that some of Bush's mess could NEVER be undone!

Well, Obama is the president now, right in the middle of that mess he is
trying to clean up, and the Republicans are doing their best to see that
he doesn't clean it up -- and they are trying to make it look like
Obama made the mess, and not Bush.

I, too, wish that Obama were doing a better job than he is. But, do you
think it's easy to do a good job as president under these circumstances
- or under any circumstances?

I voted for this guy because of what he campaigned for on the big issues:
1. Healthcare reform - not health insurance reform
2. Financial reform - not wallstreet bailouts
2.a Financial reform including banking, credit card and mortgage reform - all have fallen way short
3. Economic reform including labor over corporations, protecting SS and Medicare, mainstreet over wallstreet - economic policy still favors the wealthy over everyone else by alot and the fact that extending the Bush tax cuts for the rich is even up for discussion demonstrates just how FUBAR US economic policy is.
4. End the wars - still in Iraq, still in Afghanistan
5. Hope and Change - hmmmmm same old, same old (see Geitner, Summers, Emmanual, Blue Dogs-Good, Progressives-Assholes etc. etc. etc.)

I did not vote for him to tinker around the edges nor do I really care about whether or not he gets a new office rug or not. I appreciate him reusing ornaments (as most of us do) but that doesn't score points with me.

I also realize the (1) he inherited a shit-storm and (2)it is too scary to think about how we all would be faring under a McCain-Palin administration and (3) he is being stonewalled by every republican in Congress. But those are red-herrings and I'm tired of hearing them as excuses for us having to tolerate all his backpeddling.

So in my opinion (which I am very much entitled to) is that he is not fighting for us. If he really believed what he campaigned on he would have on day one put Harry Reid, Joe Lieberman, Blanche Lincoln and the rest of the blue dogs in a room and laid out his game plan and told them to either get with the program or they would not see one penny from the pile of money he raised. But he didn't. Instead all he does is bend over backwards to accomodate republicans while at the same time calling those of us who busted our asses in 2008 to get him elected assholes. I am exhausted by all his capitulation to the very same people who brought this mess on us. There is bi-partisanship and then there is trying to do what's right bi-partisanship be damned. He got 13,000,000 more votes than McCain. That is called a Mandate for real change - not an invitation to play nice with the enemy.

I am tired of his beautiful but empty rhetoric.
Actions speak louder than words.

to be the same as health care reform which is what he campaigned on. I do not believe that giving away single payer or a public option before discussions even began qualifies as my unrealistic expectations not being met. He campaigned on health CARE reform. When health care reform morphed into heath insurance reform I knew the jig was up.

I am not so naive as to see that he has been obstructed every step of the way by republicans. And I realize single payer or a public option still might have failed. But the democrats had monster majorities in the House and Senate and still could not get the job done. Harry Reid failed miserably as Senate Majority Leader in that he failed to coral wayfaring democrats and did not stand up to a possible republicans filibuster. And Nancy Pelosi gave up the public option before talks even began. Bottom line is that health CARE reform didn't get passed because of democrats, not republicans. And it's time for all of us who consider ourselves Democrats or Progressives to open our eyes.

I blame Obama for not forcing a public option when he had the momentum. I blame Reid for being a nearly worthless leader. I blame Pelosi for giving away the public option.
It all adds up to failure of the democratic party and Obama is the leader of the party.

Because going by your analysis, it is almost irrelevant to root for (or against) the minor player in the foreground. If it's as you say, why should we care about anything other than a revolution to make real the democracy that you clearly say is (mostly, anyway) an empty theater? Your post makes no sense as a support or excuse for Obama. No one forced him to run for president. The stakes involved in the government of the country and its power within the planetary society as a whole are infinitely bigger than any person. If it's as you say then his duty is to speak plainly about it to the people, and take whatever risk comes his way. Otherwise he is part of the problem, a machine component. See?

He is responsible. There is no argument there.

I have always had realistic expectations of what can be done especially with a fucked up Senate led by Harry Reid. Harry Reid can change the Senate rules. The question is will he?

Next Session with a Republican led House it gets even more ridiculous.


You don't know me so to judge me and implicate that I believe there are lessor people out there is bullshit.

Is it his fault that the "Salt Treaty" is not being approved by the Senate? Now where he is going wrong is not publicizing their willful endangerment to U.S security.

You claim I consider others lessor people but it's okay for you to claim that others are Obama apologist.

Believe it or not we are on the same side.

I don't beleive that he can afford to be bi-partisan and get things done. The Republicans do not deserve anything other than a kick to the curb.

56. You're correct. People seem to forget that whatever Obama
proposes to improve the lot of the American people gets blocked by the Republicans,
whose only wish seems to be that of improving the power of the super-rich. And the
super-rich are only interested in increasing their own wealth and power at the
expense of the middle-class. Some of us are getting angrier and angrier, but
at the wrong person. At least, we should turn our anger at those who are powerful
and causing us all the grief.

Why is a job summit useless. The President works on a macro level. If your personal situation was good you'd be happy with the President? Isn't it a bit broader than that?

if we'd all shut up about all this. Are you suggesting I move into the local food bank that has run out of food and quit posting until they get a box of macaroni in that I can have? Or that I should be on the interstate exit with a 'work for food' sign?

And, no, I've never supported policies that hurt the poor or the working poor. There was a time when our income was quite comfortable. I still supported those who fought for social programs. I see many here, though, who are still getting by and are pissed off that the President is called to task for not helping those who aren't.

As for the 'macro' level, $50 billion for a job's program could hardly qualify as 'macro.' Lol. Someone trying to school me on 'macro' economics who thinks the answer is for me to log off the internet. Irony impairment, thy name is...

A list full of this kind of stuff is hardly impressive when there is no public option, no investigation of torture, no indictments of wall street crooks and too big to fail banks are even bigger.

1. Yet, under Obama FOIA denials HAVE INCREASED.
2. Yet, federal agencies have INCREASE the use of "secret" classifications since 2009
3. Yet, he bypassed these rules to hire lobbyists to work in the white house.
4. I haven't researched this one

Glancing over the rest of the list shows similar half truths and non truths.
