Becoming a general is extremely difficult.
Compared to other civilian jobs with that kind of position in the management heiarchy... it's cheap pay.

i see nothing wrong with 4 star generals making 200k . it should probably be higher.

but i think Congress gets paid too much at about 174k a year.
