Judd Greg on MSNBC: "after HCR bill gets out of conference it only needs 51 votes in senate to pass"
Judd Greg (R-fuckin stupid-some red area) broke the rest of the procedure down like this at 7:37am central on MSNBC (don't have a vid); that a VERY weak plan with no pub option or anything can pass the senate right now with 60 votes then go to conference and get loaded up with all what we want (he called it Nancy Pelosi policies) and then go back to the senate where it only needs 51 votes to pass.

Republicans are rarely correct about anything of substance, could Judd Greg be correct about the way a HCR bill will proceed?

If so that makes me a lot more patient with whatever pass's the senate as long as it comes out of conference as what the people need and I can see why reThugs are fighting tooth and nail to keep the bill from going to conference right now.

A conference bill is not amendable but it still infinitely debatable.

It is correct that it only needs 51 votes to **pass** the Senate, but that goes for the pre-conference bill also.

The trick is getting TO a vote on passage.

Gregg is scare-mongering. Probably part of an argument against the motion to proceed.

4. There is no trick to getting 51 votes. Just let the Republicans filibuster, on the Senate floor.

If they dare to. Wait them out. No big deal.

The last step before the bill reaches Obama’s desk? Bringing the legislation back to both the House and the Senate, where leadership would need up to drum up the votes once more. The conference bill doesn't need 60 votes for a motion to proceed--but it can still be filibustered* once it's on the floor of either chamber.

5. Yes, a conference bill faces only one 60 vote thresh-hold instead of three
No motion to proceed.
No amendments.

But still the need to cut off debate.

Unfortunately, there's only a little practical difference between one 60-vote and three 60-votes.

But it's better than nothing.
