If people talking to the program couldn't tell the difference between talking to it and talking to a person, it was deemed to have passed the Turing Test.

Seeing that everything that comes out of Sarah's mouth is either pre-written pabulum that's on her teleprompter (or her hand), or a seemingly random chain of babble filled with you-betchas, "Russia from my house!", death-panels and so on, I conclude that Sarah's brain is actually a poorly-written computer program.
