sophisticated equipment and knowledge - the kind that law enforcement and intel agencies have. By the way, this wasn't restricted to celebrities - there were thousands of phone taps, a large percentage of which were leading Labour Party officials, including Blair and his Foreign and Defense Ministers.

Wholesale political espionage, or (possibly) just plain foreign espionage, under cover of tabloid journalism.
