"New" Libya needs to look to Alaska

Guarantee every Libyan citizen an "oil check" every year, and make it contingent on "peace & harmony".

Anyone turning in a gun/ammo/rpg gets a bonus, paid immediately.

Create a bank account for every adult Libyan, and pay them interest on oil money left in the bank for a specified term (like CDs)

Spend money immediately on schools, hospitals, power generation.

Make every citizen a partner, and they may not be so eager to fight each other, especially when strife leads to no oil check for anyone.

The interim leaders should vow to collect NO wage, and to refrain from running in the first elections held.
