I'm thinking... it's these guys... at least...

The Office of Operations Coordination and Planning (OPS) is a component of the headquarters of the United States Department of Homeland Security. It is designed to provide situational awareness and decision support for the Secretary of Homeland Security, and other key officials, during a crisis. OPS is responsible for the daily monitoring of the security of the United States and coordinating activities within the Department of Homeland Security relating to prevention, protection, response, and recovery from all threats and hazards, including terrorist threats, and man-made and natural disasters.

Primarily through the National Operations Center, the Office is a key touchpoint for coordinating operational issues with federal, state, tribal, local governments Homeland Security Advisors, law enforcement partners, and private sector critical infrastructure operators, and international partners. In accordance with Homeland Security Presidential Directive 8 (Annex I), OPS is facilitating a Federal interagency planning effort to address various national contingencies. The Office is headed by RADM (Ret) John Acton, the Director for Operations Coordination and Planning. OPS oversees the National Operations Center, which collects homeland security information, both classified and unclassified, from federal, state, territorial, tribal, local, and private sector partners.

Organization

Information is shared and fused on a daily basis by the two halves of the Office, the "Intelligence Side" and the "Law Enforcement Side". The two halves function in tandem. The Intelligence watch floor gathers intelligence and decides how it contributes to the current threats in a given area. The Law Enforcement Side tracks law enforcement activities across the country that may have a terrorist nexus. This information from the two halves accurately depicts the nation’s threat environment at any moment.

Through the National Operations Center, the Office provides real-time situational awareness and monitoring of the homeland, coordinates incidents and response activities, and, in conjunction with the Office of Intelligence and Analysis, issues advisories and bulletins concerning threats to homeland security, as well as specific protective measures. The NOC coordinates information sharing to help deter, detect, and prevent terrorist acts and to manage domestic incidents. Information on domestic incident management is shared with Emergency Operations Centers at all levels through the Homeland Security Information Network (HSIN).

5. From what I can see one of the departments we need to watch is the
Federal Law Enforcement Training Center. It is most likely them that have been turning our local police forces into military units with military weapons.

PERF Founded in 1977, the organization currently performs research funded mainly through government contracts with
the Department of Homeland Security and donations from companies such as Motorola and Lockheed-Martin. PERF runs
its police executive training course, SMIP, on the Boston University campus each summer, with professors from
Harvard's Kennedy School of Government teaching courses in leadership, crisis management, and organizational theory.
Its board of directors includes police chiefs from across the country.
While in Boston, he got to know two-time PERF Board President William Bratton, who once served as Boston
Police Commissioner under former governor Mitt Romney and now serves, like Wexler, as an appointee to the
Homeland Security Advisory Council. He is also a friend of longtime PERF Member-at-Large and Boston Police
Commissioner Ed Davis.

office did not returned the Guardian's request for comment about the PERF calls by press time. However, Oakland interim
Police Chief Howard Jordan was quoted by the Associated Press confirming Oakland and San Francisco police involvement
in the strategy sessions. PERF coordinated a November 10 conference call with city police chiefs across the country –
and many of these cities undertook crackdowns shortly afterward.

Don't they need bodies to man those monitors looking at every square inch of this country and all 300 million people, and each other to make sure they're monitoring their monitors?

15. There could be 100% employment in this country
Between children working as janitors and adults working for Homeland Security wouldn't that cover just about every able bodied person in the country?

18. It could be just a euphemistic title
You know, like Clean Skies Initiative or No Child Left Behind, or Patriot Act or Operation Freedom. Chief Privacy Officer might be the busiest job in the country. Making sure there isn't any privacy could be very hard work.

19. Didn't look at it that way

I thought maybe he was the only person entitled to any.

Sort of like a "human vessel" for all of our lost privacy.

He doesn't tell them his name, and makes sure they don't follow him home.
