WASHINGTON—After weeks of internal debate on how to respond to uprisings in the Arab world, the Obama administration is settling on a Middle East strategy: help keep longtime allies who are willing to reform in power, even if that means the full democratic demands of their newly emboldened citizens might have to wait.

The strategy also comes in the face of domestic U.S. criticism that the administration sent mixed messages at first in Egypt, tentatively backing Mr. Mubarak before deciding to throw its full support behind the protesters demanding his ouster. Likewise in Bahrain, the U.S. decision to throw a lifeline to the ruling family came after sharp criticism of its handling of protests there. On Friday, the kingdom's opposition mounted one of its largest rallies, underlining the challenge the administration faces selling a strategy of more gradual change to the population.

If the Obama administration did not reverse course and stand squarely behind the monarchy, they warned, Bahrain's government could fall, costing America a critical ally and potentially moving the country toward Iran's orbit. Adding to the sense of urgency was a scenario being watched by U.S. intelligence agencies: the possibility that Saudi Arabia might invade its tiny neighbor to silence the Shiite-led protesters, threatening decades-old partnerships and creating vast political and economic upheaval.

Israel was also making its voice heard. As Mr. Mubarak's grip on power slipped away in Egypt, Israeli officials lobbied Washington to move cautiously and reassure Mideast allies that they were not being abandoned. Israeli leaders have made clear that they fear extremist forces could try to exploit new-found freedoms and undercut Israel's security, diplomats said.

"Saudi Arabia has banned all protests and marches following recent anti-government protests in the kingdom’s east, reports say. State television on Saturday quoted the interior ministry as saying that security forces would use all measures to prevent any attempt to disrupt public order. The ban on public demonstrations comes amid media reports of a huge mobilisation of Saudi troops in Shia-dominated provinces in order to quell any possible uprising. U.N. Secretary General Ban Ki-moon is planning to name one of two former Jordanian foreign ministers, either Abdul-llah Khatib or Marwan Muasher, early next week as his special envoy to Libya, marking an escalation in the U.N.'s effort to address a potential humanitarian crisis in Libya and to prepare the groundwork for a transition of power, U.N.-based diplomatic sources told Turtle Bay.

Khatib is expected to organize a team of experts who will initially help coordinate the humanitarian response to Moammar Qaddafi's violent crackdown on anti-government protesters, which has led to the flight of tens of thousands of foreign nationals. But the mission will also take on a political role, seeking to build consensus among the various Libyan tribal factions and opposition groups, and helping to facilitate a political transition.

The U.N. chief had also approached Lakhdar Brahimi, a former Algerian foreign minister and U.N. trouble-shooter, and Kamal Dervis, a Turkish economist who previously headed the U.N. Development Program. But both men turned the job down. Ban has been in discussions with both Khatib and Muasher. U.N-based diplomats were divided over which candidate prevailed. But two council diplomats said they believed Muasher was the front runner.

Ban discussed his plan to appoint a special representative in a White House meeting last week with President Barack Obama. After the meeting, Susan E. Rice, the U.S. ambassador to the United Nations, confirmed that Ban had informed Obama he would appoint a "senior-level person to coordinate the United Nations humanitarian and political efforts with respect to Libya. That was something that we had encouraged and welcomed. And so there was a real effort discussed and agreed that would help to coordinate and consolidate both the humanitarian response, particularly with respect to Libya, and the political efforts to help support the democratic transformations that we hope are underway in various parts of the region."

1- Metransparent sources reconfirmed that Algerian authorities had sent 3 military transport planes to Libya to be used by Qaddafi for bringing in mercenaries from African countries. This, notwithstanding Algerian official denial.

2- However, sources confirmed that UAE’s minister of foreign affairs had promised Saiful Islam Qaddafi two planes from the UAE but did not follow up on his promise. Metransparent information published yesterday should be corrected accordingly.

3- Muammar Qaddafi called Saudi King Abdullah bin Abdul Aziz. He requested that the Saudi satellite channel " al-Arabiya " take a positive attitude towards his regime.

Our sources said " Al-Arabiya " has received official instructions to take a more pro-Qaddafi line "but not too ostentationlly". Saiful Islam Qaddafi was interviewed by al-Arabiya today saturday (Video and text on al-Arabiya).

WAM Saloom, 5 March 2011 (WAM) -- Under the directives of UAE President His Highness Sheikh Khalifa bin Zayed Al Nahyan, the UAE has launched a relief programme to alleviate the suffering of the brotherly Libyan people.

In this context, the Mohammed Bin Rashid Al Maktoum Charity and Humanitarian Establishment has, under the instructions of Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, dispatched relief and medical supplies to ease the hardship the Libyans are undergoing in these difficult times.

Ibrahim Bumelha, Deputy Secretary General of the Establishment, told WAM in Cairo that a convoy of ten fully equipped ambulances and ten trucks loaded with 330 tons of food items had been delivered to Libyan relief agencies in Massad city for distribution to hospitals and affected people.

''The convoy was the first the Establishment has sent to Libya and will be followed by others in implementation of Sheikh Mohammed's instructions for assisting the brotherly Libyan people,''he added.
