confused here are sounds like they may challenge the 3 judge panels decision? or is it over?

Marc Elias, the attorney for the Virginia House Democrats, on Wednesday afternoon issued a statement blasting the panel's decision that led to the tie and saying they were considering their legal options.
"Today's decision by the court was wrong, and Delegate-elect Shelly Simonds should have been certified the winner," Elias' statement read. or has it been decided to just flip a coin? I guess my question is can the 3 judge panels decision be appealed? sorry for confusion

Is that it goes to a coin flip, or according to the radio today a lottery-type drawing, and the loser of that can ask for another recount. I'm surprised there's not another appeal procedure, but perhaps that would just involve different judges trying to discern voter intent from the same ballot, so not appropriate?
