This is actually a fun event that a lot of people across the country do, often for charity similar to being sponsored to do it. It's actively harmless fun.

I used to do the polar bear swim when I was a kid. It wasn't actually a lot of fun, but you got a pat on the back for making the effort. And the cup of hot cocoa one received afterward was like Heaven in a mug...

regarding what they actually believe, vote for, etc. Someone told me to speak for myself. I stood by my opinion and will until proven with evidence that I am incorrect. Your post is verification. Thank you. Actually those runners aren't as stupid as the average American since they realize it IS freezing and are doing it for fun and not harming anyone. They do stuff like saunas followed by a dip in a freezing lake all the time in nordic countries, Russia, and Japan for health benefits (?) or traditions.
