Candidates – May be present. They are responsible for selecting which officers of election
will serve as the recount officials representing their interest, based on the number
established by the Recount Court. They may also send one authorized representative per
team of recount officials to observe the process.

but i do not see where each county picks the monitors? Are there Dems and Repubs reps at each county voting precinct? Just curious how this is done

As described, each candidate has the right to have an observer present wherever recounting is taking place. (In addition election workers always work in pairs-one from each major party)

and Democratic spaces were filled in for the office in question.

The vote was counted. I am wondering whether similar ballots on which both spaces were filled in but that were otherwise Democratic ballots were also counted.

You'd have to go back and recount and review all the ballots to know that no similar Democratic ballots were voided.

I think that if the rule is that you don't count any votes for offices if both the boxes next to both or all names were filled in, then that rule has to be consistently enforced throughout the count.

Maybe there weren't any other similar votes. But I think that question has to be asked and answered.

Seems to me that in counting ballots, rules are rules. If the rule had been to try to figure out the voter's intent then that rule should have been applied throughout the counting process.

I don't know what happened of course.

My point is that the most important thing is that the counting be done according to consistent and strictly enforced rules otherwise the result is unfair to both candidates and the voters.

The ballot in question had both candidates’ bubbles filled in, but one had a single line through it.

The question would be, is that enough to determine that the clear intent was to cross out that bubble and that the other Hubble was the intended vote.

You vote once. If you don't think before filling out your ballot, your vote does not count.

That is very harsh, but in hand-counting ballots, it is nearly impossible to achieve consistency with a rule that looks for the intent of the voter.

I vote by mail and always fill out the sample ballot before filling out the actual ballot. That is a good way to avoid making a mistake. It's easier to just copy from the correct sample ballot than to fill out the actual ballot at the moment of voting.

We need far more mail ballots allowed in the country.
