Was only one criteria...you had to spend a few minutes in front of the entry staff and not appear crazy. When we went on the tour they said if they deemed you were crazy they would mark an X on your coat and your whole family had to get back on ship and return home.

And it's possible that you needed to either have some small sum of money, and/or a place to stay.

We joked about how horrible the trip was and how mad your family would be with you if you all had to turn around
