I'm not a lawyer, but if he refused to answer and the WH didn't tell him to use privilege then wouldn't that be grounds for contempt?

they shouldn't be able to, but the constitution didn't figure on 1) a malignant sociopathic narcissist in power 2) a complicit congress that prizes party over anything else 3) citizens united 4) a foreign adversary pulling the strings
