My significant other is currently working on a government contract. He just received word not to show up on Monday--this particular government agency is scrambling right now without any plan or oversight. I guess they know there will not be a deal?

Government offices always have contingency plans.
Depending on his funding and the contract, he might have been told not to show up on Monday just so they wouldn't be on the hook to pay him if he showed up and the government did shut down. I used to work federal contracts where if I showed up thinking there was work and there was an unexpected work stoppage, I'd still get paid for a half day.
His customer or company may still end up calling him tomorrow or Monday morning to just come back in and work a normal day.
My government customers are going to get an automated call tomorrow morning as to whether or not they will be able to come in.

Even a short shut down costs me a lot.
