Remember the "Wimpy" character from the old "Popeye" cartoons?

He loved hamburgers, but was always broke. His classic plea was always "I'd gladly pay you Tuesday for a hamburger today!"

Today, we bought "Wimpy" McConnell a burger. It's a good thing Republicans always keep their word.

... a couple decades ago,
there was a "Wimpy's Hamburger".
A small, kind of sleazy joint.

I never stopped, 'cause it looked pretty bad.

...because the Republicans only extended the budget for 3 weeks. If they renege on their DACA vote, they won't get the Democrats back in February.

Am I wrong about this?

At any rate, he's a perfect expy for today's Republicans.

Urban dictionary today

Etymology is from the cartoon "Popeye", where the character Wimpy would frequently utter this phrase. He was a glutton, and would consume burgers at a ferocious rate but could rarely pay for his habit.

The phrase implies the underlying feeling that the person will unlikely actually pay for the hamburger (or whatever) on Tuesday (or ever, for that matter.

Wiki
On the cartoon
Wimpy is Popeye's friend. In the cartoons, he mainly plays the role of the "straight man" to Popeye's outbursts and wild antics. Wimpy is soft-spoken, very intelligent, and well educated, but also cowardly, very lazy, overly parsimonious and utterly gluttonous. He is also something of a scam artist and, especially in the newspaper strip, can be underhanded.
