To prevent Trump from delaying testimony, by claiming that the GOP is now investigating the DOJ & FBI, and any Grand Jury subpoena needs to be approved by his direct boss, Mueller might be painted into a corner to subpoena Trump soon, while Rosenstein is still in office.

It would be great if he did it tomorrow, so Trump gives his SOTU address knowing his ass is going to the Grand Jury.

It could be Rosenstein's Last Hurrah!
