I have a better plan. The police should arrest the Kremlin operatives in attendance — Trump and half the GOP.

You said Capitol Police will check IDs and arrest people, but the tweet only says that one Representative has asked them to do so.

That's all too typical of headlines. I think they're usually not written by the same person who wrote the article, and they're often designed as clickbait, even on otherwise informative articles.
