1. not that their rhetoric or the media coverage made it clear, but it was in the republican budget

they specifically carved out a 1.5 trillion impact over the next 10 years for this.

the media blandly mentioned this fact often, without making it clear that this meant ballooning the deficit (as they shout from the rooftops any time a democrat wants to spend a dime).
