Are there already state charges against Manafort and Gates?

Can someone direct me to those charges if they already exist? Evidently those are the key to nailing Trump and not allowing them to be pardoned. Is this why they are looking into Manafort’s New York property loans? Can some of the charges be pivoted and brought about by the state rather than by the Feds? Is that the strategy? Law is not something I know squat about. Thanks
