1. I think a statutory authority could be created when there is "probable" cause that an individual's

mental status posed a potential risk to self or others. Then, like probable cause for arrest or for a "72 hour hold" or any of the myriad of events for which action can be taken with justification and later judicial appeal, there would be a legal structure for doing so.
