Gary Cohn said he was leaving the Trump WH because of the tariffs. That's the reason he gave.
The "real" reason IMO is that he saw that economic carnage was on the horizon and quickly approaching. He estimated a tanking of the economy and didn't want to be around when Trump exclusively gave him the blame for the disaster. If he stayed, he would have been seen as condoning the tariffs.
Cohn is pragmatic enough to know his future wasn't based in Washington.

or the tariffs might be rather limited in scope.
or, yes, it could turn into an all-out broad-based trade war.
in any event, it's not clear when and if economic carnage will happen, nor is it clear that tariffs will be viewed as the trigger.
all this potential bad news is certainly possible, perhaps even likely, not not at all guaranteed, and not at all guaranteed to come before the next election or even two.
if one thing is certain, though, it's that former ceos of goldman sachs really don't care for being ignored and having their advice entirely dismissed. so it's possible there's a far more pedestrian reason for his leaving.
