Imagine living in a state where so much wealth is taken out, that large pockets of poverty exist, such as Camden, Point Pleasant, Newark, Parsippany, etc. and the state can't do anything about it because more money is taken out of the state than the state's yearly budget! The adjusted poverty line in NJ is above $26K, where the national average is in the teens. Yet, when money is dolled out, the states where the cost of living is much lower gets the same amount as high cost states.
