That paperwork was probably filled out weeks ago. Most likely when he announced his retirement.

His retirement would have already been processed and his effective date set.

He can sue and likely keep his pension.

I think at the least, his lawyers will argue they were given insufficient time to prepare a response to the IG's report in an effort to fire him before he retired.

My experience is that IG’s in these agencies are very professional and even handed in what they do and how they operate.

But we don’t know what the report actually says, we only have little snippets at best.
