News organizations do this a lot. They have obituaries created for famous and still living people, for example. They probably have a draft for Mueller getting fired as well (as does CNN, MSNBC, etc.).

Notice that it also has a slot left open for whenever Comey was fired, and claims that McCabe ran the FBI until he was axed, with no mention of Wray. That suggests that this is a really old boilerplate, dating to before Comey was fired. In other words, they had boilerplate before Comey was fired to cover the follow-on story that McCabe would be fired. That's some pretty confident domino-style boilerplating, don't you think?
