What does that portend?
He is either not happy with his present lawyers or he feels that others can do a better job?
Or perhaps he is starting to feel some pressure from the Mueller investigation?
He seems to be devoting all his time to the Russia investigation instead of "presidentin'"?
At least, we know where his priorities are.

I speculate that just sending him a bill is an immediately terminable offense in most cases.
