At factcheck, Roseanne's tweet would be graded "Mostly True", the caveat being that President Trump has benefited from & continued the work President Obama accelerated on anti-human trafficking. This is an excerpt from his address on the matter in 2012.

After signing an EO on anti-human trafficking in 2012, Obama began "The President's Interagency Task Force to Monitor and Combat Trafficking in Persons". His was the 1st admin to create a database of human trafficking cases & statistics called the Victim Assistance Database.

To be fair, anti-human trafficking is a bi-partisan issue. Obama got the GOP-led congress to pass the "Trade Facilitation and Trade Enforcement Act" (2015), which gives Customs & Border Agents the right to refuse entry of any imports suspected of being made by forced labor.

Some 6,000 human trafficking cases, 4,000 convictions, 2,000 victims freed, mostly in Obama's 2nd term. Trump has thankfully allowed this to continue. I give him kudos for that, but the credit on the success of anti-human trafficking we're seeing belongs to Barack Obama.
