There are large numbers of Chinese graduate students, post-docs, and professors in major US research institutions. A small but significant percentage of them are engaged in spying for China. To identify them, the following characteristics should be looked for - - junior faculty member from China who is struggling to get grants from US funding organizations to build a lab as Principle Investigator, - grad students and post-docs in their lab who come with Chinese funding, - few, if any US grad students in the lab, - cooperative research agreements with Chinese universities and/or Chinese organizations, - most publications involving Chinese first authors, and little or no publishing with first authors from US. In return for all this funding from China, the US faculty member is either spying for China or enabling spies from China in their lab to exfiltrate to China information about hot research areas, preliminary grant proposals, experimental equipment drawings and specifications, measurement and data collection methods and software, measurement analysis software, and other non-published information assets of the university. This is easily done by insiders with access to the university networks, since university information security is often lax.

Otherwise we will have to pay whatever intellectual property royalties that the foreign company decides to charge.

STEM research institutions have a great deal of research "know how" that is their edge in getting funding, doing experiments, and producing results. This is never published.

The public knowledge is the research results. In most cases, readers of the journal papers would have significant difficulty in reproducing the research, since they lack the infrastructure and detailed methods and procedures to do the work.

You have offered zero evidence that any of this - which describes the career path of young people who are trying to establish themselves as researchers to cure cancer, for instance - has anything whatsoever to do with spying.

Where did this come from?
