Otherwise we will have to pay whatever intellectual property royalties that the foreign company decides to charge.

STEM research institutions have a great deal of research "know how" that is their edge in getting funding, doing experiments, and producing results. This is never published.

The public knowledge is the research results. In most cases, readers of the journal papers would have significant difficulty in reproducing the research, since they lack the infrastructure and detailed methods and procedures to do the work.

You have offered zero evidence that any of this - which describes the career path of young people who are trying to establish themselves as researchers to cure cancer, for instance - has anything whatsoever to do with spying.

Where did this come from?
