Employee rights question, re: Employer Insurance and Obamacare rebates

I think the Obamacare insurance refunds going out these days go mostly to employers. It goes to who pays for the premiums, right? And I expect the employer is entitled to it if they have been paying the full cost of premiums. (Your benefits are part of your pay, which gets into a whole 'nother area, but I am speaking about the practicalities of this year.)

But how about a situation where an employee has a certain amount of pay deducted as their share of health insurance, with the employer paying the rest.

If you pay, say, 20% of the cost of a policy then you should get 20% of any rebate. Right?

But wouldn't a lot of employers just keep the whole rebate? Would you even know if they got a rebate?

Hope I explained the question okay. Any knowledge/thoughts on this?

(Doesn't apply to me. Just thinking about whether some employees could be due something.)

for the next contract year. Guessing that is how most of the large employers are handing this.

It does beg the question - what about former employees, especially those who paid 102% COBRA the past year and are ineligible for COBRA after 18 months (making the premium reductions meaningless to them)
