Some of it might be racial, but that can't explain all of it. I think it's more to do with the current political polarization.

currently aimed at Obama was even half that level at GWB. There was often a lot of genuine humor involved in stuff against Bush. I first noticed some forty years ago that the "humor" of the right is genuinely mean-spirited, and they are totally incapable of laughing at themselves. The humor on the left is rarely mean-spirited, and the left's ability to laugh at itself keeps it more human.

In addition, Democrats did not go around saying that their first order of business starting in 2001 was to insure that Bush was a one-term President.
