Coca-Cola, U.S. State Dept to use blockchain to combat forced labor

This sounds great --- something is being done about trafficking.
But is it?
I don't trust the U.S. State Department as it currently exists. Does anyone know enough about blockchain to figure out whether this will help people avoid or get out of trafficking?

My guess would be that the intent is that every contract is basically entered into a blockchain database. Both sides to a contract would have to enter in data that then cannot be altered, only updated. It would make contracts, and their execution and payment, be more traceable and verifiable. Conceivably, it could also be used to try to document who was employed, although that seems a bit more difficult.
