And lately, my personal powerlessness to do one genuine, effective, damn thing to prevent it is breaking my heart.

(7,286 posts)First of all they did the policy by counties, not cities vs counties. Counties with an unemployment rate of a certain amount make the cut off ( 8.5 %)
There are 83 counties in Michigan. The 17 counties that are exempt from the work requirement are rural with very low population. Of the hundreds of thousands unemployed in the state, this will affect maybe 10-13 thousand. Yes they are mostly white. There is also Native Americans included in that group. Job opportunities in the woods and on the reservations are hard to come by. Many white folks in the other 66 counties will be affected by this policy as well
I think also you can meet the eligibility requirements by attending school or doing community service. I think it would be more difficult to do this out in the boonies. I used to live in the rural UP and I can tell you it is beautiful, but remote as heck with little economic activity
