The Democratic leadership is so close to taking over the House that they hope they can just stay out of the way
of events and not force a tactical error by being overaggressive. They want the story to be about Trump and the GOP
corruption, not about the Democrats trying to take them down by any means.

Sure they could yell and scream and demand Impeachment, but politically, they can't do anything until they
actually, take over a chamber of Congress. They basically have to stand aside, stay out of the swamp themselves,
and ask the electorate this fall, "Had enough?"
