Dump is a narcissistic paranoid. I think he has a propensity to hallucinate. He sees eyes everywhere. Even in inanimate objects. He wants to impress those eyes but is constantly humiliated by circumstance.
I think he tapped into the obvious paranoia of the ignorant to validate his on paranoia. Now he has a following. An army of paranoids who see themselves as constantly victimized. I think he was humiliated and mentally abused by his father.
He seems to be "on" all the time as if he is in a movie in his own mind and he wants the movie to end with him being the hero who saved the world.
