Basically showing that he has the power of the pardon without necessarily striking to investigation just yet.

The thing about animals that "flare"....sometimes they follow through with an attack, other times they end up slinking away.

He wants to send a message and see what he can get away with. He'll get away with whatever he wants with his base.
