Rachel is talking about herb Kalmbach who was Nixon 's fixer. He was using hush money gotten from campaign funds, money from corporations that donated to his law firm hoping to cash in because he was Nixon's personal lawyer...
Contrast that with Cohen. You could just paste and replace Kalmbach by Cohen, Nixon by Trump and you have it...

Or was it that the guy in charge of the inauguration fund that raised far more money than can be reasonably accounted for?
