57% in 2014 versus 47% this year seems like turnout is down 10%, so what does he mean turnout is up 13%? I'm missing something.

since Billy is going to various cities and trying to get millennials to vote since he said they have been lazy and apathetic. To get into see his show you must register to vote first. He was in San Diego's 49 district (Issa's old district. The Dems beat the GOP in that one.
