However, at the bottom, between the two mounting screws, there is the hint of text (just a blurry line), which according to sample images online, could just as easily read "EMPIRE STATE" or "COMMERCIAL"

In most states, a commercial plate is only for vehicles 26,001 pounds and higher. New York licenses all trucks with commercial plates: my Dodge pickup had them when I was at Fort Drum. Cars aren’t licensed commercial (there is a taxi plate but that’s not labeled “commercial”) regardless of what you do with them.

15. This is the federal CDL requirement
Wed Jun 20, 2018, 12:08 PM
Jun 2018

You need a CDL if you are driving a vehicle that is rated to carry:

26,001 pounds gross weight (including the vehicle) in a single vehicle
26,001 pounds gross and at least 10,000 gross in a trailer
15 passengers plus the driver
air brakes
a placardable quantity of hazardous materials

As to the last one: the US Coast Guard (the lead agency on hazmat) has a table listing every known hazardous material and how much you need to have before you must mark the truck. Some of them are so bad, one pound is enough to require marking. Anyway, if you’re hauling enough hazmat you are a commercial vehicle...all these Chevy S-10s with bug spray pumps in the bed are commercial vehicles thanks to the 250 gallons of insecticide. Without that apparatus, they’re the same as cars.

The government requires CDL for the hazmat and air brakes because both require endorsements, and there are no endorsements (except M for motorcycle) on a Class D license.

The requirements and tests are the same. The only difference appears to be that a Class E license is almost twice as expensive as a Class D license...Class D is $64.50, Class E is $112.50.

If you live in the New York metro area there's also a Metropolitan Commuter Transportation District fee. That adds $16 to the price of your driver's license.

At the other end of the scale is Idaho. They don't add any extra requirements - a Class D license is fine for driving taxis.

suffering. That is “1984” level double-speak.

From the Gothamist link in OP:

Asked about the footage on Wednesday morning, Hayes told Gothamist, "I think children are suffering more because reporters are chasing them with cameras, which look a lot like gangs with guns in El Salvador. The reality is my agency is going to do right by these children." He noted that the home—which was founded as an orphanage in 1852—has a "tremendous track record" of placing children with families. There are "different levels of sponsorships," he added, in the event that the children have no family members in the region.

AUBURN, N.Y. — Cayuga Centers announced Thursday it's closing its Residential Treatment Center, laying off as many as 120 employees in the process.

The Auburn-based institution said in a release "dramatic changes in the nature of the youths it has been treating" prompted the decision by the Board of Trustees on Wednesday.

When the last resident is discharged, as many as 120 employees will have been laid off, president and CEO Edward Hayes said in a release. Hayes said despite efforts to intensify the residential treatment program, the residential location resulted in difficulty attracting youths appropriate for the location.
~~~
Hayes added that youth services authorities have shifted from placing troubled children in group homes to instead placing them with "suitable, trained, loving families" which he said is actually "far more effective for their treatment."
Before the one whose license plate you showed has a license plate T46255. That is the dark car with the person wearing a bun on top of their head.
The car you showed is a silver car- the driver is not shown.
Doxing a private car is NOT something we should be engaged in. The New York authorities have seen the same video, and can take legal action if warranted. Nobody who’s NOT AUTHORIZED TO INVESTIGATE should be doing anything.
You are okay with the faces of the children, but not an inanimate object on a public street clearly visible in a widely distributed video?
I was curious what sort of plate it is.
