The cop was apparently rogue, and went there meaning to arrest her.

harass her a bit.
And I wouldn't read in too much about the charges being dismissed. It's a small, bullshit charge, but they arrest people and both press and drop the charges at arraignment all the time. Prosecutor was probably busy and didn't want a goat rodeo in his town.
