Don't forget about superseding indictments. There could be even more counts

related to the recent arrests that they didn't lay out in the indictment -- for example, more states involved in the elections office data theft. More individual colluders (purposeful or inadvertent) in the GOP, besides the handful they mentioned.

They mentioned Illinois, the state we already knew had such problems (just not that it affected so many.) There may be more states they just didn't list.

Why would they not include everything now but rely on the use of superseding indictments?

In order to bring to the public's attention the overall picture now, giving examples so we all understand what has been going on -- but leaving out others in cases where they're not yet ready to publicly tip their hand.
