First, zero is correct.

The why of this is the complicated part. Some of them love them some Trumpie. So they won't quit. Some of them have been trying to get another job and realize that having WH service on their resumes is a millstone around their necks. So they stay for the paycheck. And some of them stay because they are under the misguided impression that their being there might serve as a check on the narcissistic lunatic they serve.

The answer is still a negative number.
