Crazy question: Can anyone read Russian caligraphy?

This was posted on Russian internet propagandist Konstantin Rykov's Twitter feed, but I don't know if it is anything significant. Rykov's caption read simply, "In the morning I was pleasantly surprised. Glory to Russia!"

I added "the office of" because it doesn't sound personal, like it allows for "thank you for your active participation in the preparation and conduct of the elections of (me as) the President of the Russian Federation."
