Does Congress have to approve this? Or can Trump just give it to them?

Don the Con is getting around Congress by using a depression Era law set up by FDR to stabilize agriculture commodity prices. Don the Con is violating the spirit of this law to pay off farmers ahead of the midterms so his stupid tariff war won’t politically hurt him. The House and impeachment hang in the balance. I wish someone would challenge this abuse of power in court.
