It wasn't one person - it was all of these:

He/she kept saying "we" during the anonymous letter. When they held this briefing back in early August, it looked rather strange with Nielsen and Bolton included in the crowd. It also included the NSA Chief, the FBI Director, and the Director of National Intelligence.
