I don't believe it's a reference to being closeted. Everything else in the prose refers to him politically.

Pretending to be the adult in the room during the presidential primaries. Pretending to be a guardrail in the insanity of the first round of the gutting of Obamacare. Pretending he would carry on the mantle of McCain's 'maverick' persona (stole your words, because the fit).

And then curry favor with the pres. Give cover to the pres. re: Sessions. Try to soothe the ego of the pres. etc. It's like the latter is consuming every last shadow of the former persona.
