IF Trump gets the power to use an emergency channel

which would broadcast to everyone's cellphone, he could abuse it by sending ALL HIS tweets to everyone... How do you think that would fare out to every American?

Have you paid no attention? The Orange One cares zero for the rule of law, if he gets unfettered access you can bet he'll be texting everyone how great he is and to vote for him. It will be illegal, but no one will hold him accountable.

that was unanimously authorized by Congress and signed into law by President Obama.

So a law was passed and signed by President Obama in 2016 mandating the implementation of a national alert system and that it be tested within three years of the law being enacted.

It's a test. With a very specific test message saying "This is a test."

If and when it ever happens that it is abused, then I'll worry. But there are things actually happening out there that are far more worrisome than a statutorily mandated test of an alert system.
