Trump might fire him. But everyone around Trump recognizes that Rosenstein would very likely speak out publicly, including in congressional investigations in 2019. And that is why they know it's better for Trump to not fire him.

Kelly was not willing to accept the terms of his offer to resign. White House staff is telling Trump that Rosenstein could -- and would -- cause serious problems for Trump if he is fired, and the terms per the Mueller investigation if he resigns.

It is tense. But Rosenstein is holding some powerful cards, or he'd have been fired.
